[DECtalk] getting the software dectalk run time for linux working with any linux screen reader

OK, so apparently my memory about TTSynth is faulty.  I was sure it was
DECtalk, but others have said otherwise.  Regardless, you can't get it
anymore anyway so it doesn't matter.  Too bad there isn't a Linux version of
DECtalk, but oh well.  That's the problem with proprietary software.
