[DECtalk] Speech Player recording

Hello,

I will upload a version master-ee80f4d. This version will
unfortunately not work on Windows XP (a version 98 something after
ee80f4d will barely work on xp).
It may be choppy, but if you have a high end 64 bit computer, it will
do very well.
Also, it will not work on AMD machines.
