[DECtalk] NV Speech Player

Hi,

Recently I heard about a new NVDA addon called NV Speech Player. This is 
a Klat based speech synthesizer. Unfortunately for me, it has an accent 
I don't like, or I'd seriously play with this. I also wish there was a 
stand-alone version where you could send textual commands to change the 
parameters, just like in DECtalk. There are lots of parameters you can 
adjust to get all sorts of voices.
