[DECtalk] question about dectalk speak window

Thanks. So, now, if I generate some audio files of the speech, am I
free to choose the quality of them (11 khz or 8 khz, 8 or 16 bit)? And
also, am I free to add effects and stuff like that, or are there
restrictions?
