[DECtalk] monologue16 speech synthesizer

Hi,
I found the monologue16 text-to-speech system. Unlike the version 
in the dectalk archive, this version uses a 22 khz sample rate 
instead of an 11 khz sample rate. It is attached to this email. 
Please note that this version can only generate a few vowel 
sounds. The sounds i got it to make are ah, ay, ey, and iy.
