[DECtalk] dectalk 4.6.1 addon for nvda

I compiled this nvda-addon, but when it is installed, the synthesizer is 
not present in the synthesizers list. I checked the log, but no error 
messages were reported. I am now scanning your code to find out why my 
NVDA is rejecting it. Are there any missing dependencies?
