[DECtalk] how to do gender change in Dectalk?

Thanks Alex. That syntax works in both DT 4.4 and 4.3. I did a quick test
with both versions.  Note to Snoopi: the female versions of Frank and Dennis
sound odd. I think breathiness will need to be changed with the br command
for best results.
