[DECtalk] suggestion that would be of big interest

The problem with this suggestion is how to obtain those DLL's. For example,
the Speak window for DECtalk 4.3, over all my favorite DECtalk not in a
hardware product, doesn't have a DLL. It seems to have the DLL bundled into
the exe somehow. Without a separate DLL, programs that require a DLL can't
use it.
