[DECtalk] Can SAPI5 work outside of Windows?

That wouldn't work. The wine software is designed to convert commands, which 
would allow for some windows applications to be somewhat functional. 
However, this would not work with synthesizers because deep-level windows 
API's are not in wine. Also, all commands sending text to the synthesizer 
would need to go inside wine. Maybe it could be possible, but not without a 
lot of tinkering with the source code.
