[DECtalk] Access 32 On Windows 7

Hi,

I believe Force baught DT from Digital Equipment Corporation, they
made a version or two with it, then Fonix baught it in 2001 and did
their number with it. I gotta give Fonix credit though, they at least
tried to go to the classic DECTalk sound and released a few versions
as far as I know. 4.63, 4.64 and 5.0.
