[DECtalk] Access 32 On Windows 7

Well, FonixTalk was a pretty big insult to DECTalk; I'm glad they at
least renamed it before slaughtering it.  I bet I'd like FonixTalk if
I hadn't heard the awesomeness of DECTAlk, but I did, so FTalk is
pretty lame compared to it.
