[DECtalk] something i heard

or something that would allow you to use dectalk commands and not just the voices. for average screen reader users who aren't into the stuff regarding making dectalk sing and all that, the current stuff is ok, but for more advanced stuff, the current stuff won't do especially for those long time users that are on windows 7 and can't use the older speak windows.
