[DECtalk] question about sapi dectalk

Well, if we only get the Paul voice only, I guess I can live with that.  But 
It would have been cool to make it sing and do funny things. but o well.

At least we have the DT 4.3 demo to play with and when the sapi Dectalk 
comes out, we could just use it with Jaws or Nvda.
