[DECtalk] question about sapi dectalk

Ok, Here's the latest news update about SAPI Dectalk's release. Two things
were decided  by the Dectalk SAPI powers that be. 

1. No speak window will be included.
2. There is only one voice, Paul.

Also, it is my understanding that SAPI Dectalk now costs $19.95.
