I have kind of a crazy question.  Ok, the Dectalk  speak window 4.40 is 
public domain which to me means anyone can do anything they  want with it.
 
Ok, years ago a friend told me that a good hacker  could break the code and 
uncompile the speak window.  He could have done it  but it's illegal and he 
didn't want to mess with it.  But it's my  understanding that once it's 
decompiled, it can be converted into a SAPI.   I have no clue what I'm talking 
about, I only know what I was  told.
 
So my question is this; is it illegal to hack a public  domain program?  If 
so, why?  If no one owns it, who will  care?
 
And I have another silly question.  We wanted the  code for 4.40 and 
basically ended up with a code for garbage.  It's my  understanding that the code 
for 4.40 is in a volt in Utah and it's owned by  Mormons that won't sell it. 
 Why can't we have that contact so that one of  us or all of us can bug 
them to death until they somehow give or sell that code  so we can use it?  Why 
did they even buy it just to put it in a volt and  never use it?
 
And let me share one more thing that will help  everyone understand the 
bigger problem.  The Dectalk code that was bought  came with 2 strings 
attached.  The first string was, we would never bother  Fonix ever again, which I 
find fine.  But the 2nd string is nasty!   The 2nd string was, that we would 
pay Fonix a big chunk of change every time we  made even the smallest change 
to Dectalk.  To me that  sucks!
 
So, if we spend more and more money trying to get this  SAPI working, we 
will go broke.  And with the head programmer not  understanding what the 
problems are, money is basically being thrown away in my  opinion.  
 
That's why I wish this version would get scrapped and  I wish a full refund 
could be given because we did not get what we thought we  were buying.
 
I'm expected to sit back and keep my mouth shut, but I  can't!  This is all 
wrong!  Even today I got a private e-mail  basically telling me to shut up. 
 I'm not going to because it will mean the  end of Dectalk.

I think for the true (or very close to) DECTalk sound,  we'd have to
start from scratch and write an open synthesizer that sounded  almost
like DECTalk and change some parameter syntax to prevent Fonix  from
suing the crap out of the project.
We'd be better off starting an  open synth project but this would take
way too much time, plus I can't  program in any language, not yet
anyway.  It's a big job writing any  program, but something as
subjective as speech synthesis is just insanely  complicated.

However, I guess for people who would want to use this  SAPI DECTalk
with NVDA, this version would be OK as Brandon says, but I  certainly
wouldn't pay $19 or $29 for it, IMHO.

So it's kind of a  chicken and egg situation here.

Either way, I appreciate that work is  going into this, and maybe if we
keep saying something's wrong, we can get  it slightly improved. Just
my two cents.
