[DECtalk] INtro and Question

ah. that's probably the version I mentioned earlier, the 4.63 version. 
Most people jsut got confused because it's SAPI5, and the installer says 
SAPI 5.0 without really stating the dectalk version, so it's easy to 
overlook.
