[DECtalk] DECtalk On NOAA Weather Radio

Wasn't 4.6 pretty late in the game?  I got my DECtalk Access 32 in
2002 and the current version was 4.6 then...and I know that recording
was made before then, as I remember hearing it back in 2001.
