[DECtalk] making a better way to put in notes

I spent many hours long ago reverse engineering the format of the 
DECtalk dictionary.  Surprisingly, the format is quite simple.  I 
wrote some code to dump the contents of a DECtalk dictionary; I 
should dig it up.
