[DECtalk] a new member

Hi,
The DECtalk archive is also accessible via anonymous FTP to
jaybird.no-ip.info or bluegrasspals.com.  Once you're in, change to the
/dectalk directory.  Note that bluegrasspals.com and jaybird.no-ip.info are
the exact same machine so it doesn't matter which you use.
