[DECtalk] Mirror back in operation

Hello,
Last night in view of the fact that the username and password have been
removed from the DECtalk Archive, I put my mirroring script back in
operation.  I did have to totally reorganize the archive mirror, as all the
= signs are now removed from directory names and all the stuff that was
formerly in the main directory is now in a Miscellaneous directory.
However, I believe these changes are good.  So jaybird.no-ip.info/dectalk is
once again an up-to-date mirror.
