Ok, try this.  After the Apple beeps the second time type this:

3d0g

Note that the letters are lower case.  After you type that, hit return.  Than
type this:

catalog

After you type it, then hit then hit the return (enter) key.  This should cause
your disk drive to run.  If it does, you're trying to load from a disk with no
operating system on it.
