The issue here isn't DAW versions, screen reader or anything
like that. Its a misunderstanding in the term loop. When DAW's refer to loop,
its referring to a file that has meta data in it identifying it to the DAW as
a loop. Just cuz a piece of audio is 4 Bars and in sync with the project
tempo, doesn't change the fact that it's a 4 bar piece of audio that just
happens to be at the project tempo. You will have to *mark* it as a loop in
order for the changining the number of bars trick in its properties to
work. This and the loop item check box will not work unless you first
*convert* that piece of audio to a*loop*. SInce reaper supports Acidized
wav or rex files (both common 3rd party loop standards) if you have access to
a library of these files import one of these into a reaper project and I bet
the trick Indie pointed out would work. Reaper has a way to create loop files
so that it will conform to tempo and this loop trick will work.
Unfortunately I don't remember how to do this off hand but the reaper
manual explains this and its doable with a screen reader has i have done it in
the past on both mac and pc versions of Reaper. So yeah for just
having apiece repeat a few times, copying and pasting may be quicker. The
advantage however of converting it to a loop first however, means you
can change tempo or etc and the loops will playback at the new tempo. Great
for remixing or other production work, or hell if you want to see how a song
will sound if the band played it a little faster or slower. Hope this
helps and i was clear enough. Any questions , let me know.

On Sep
