Okay. Both of these issues are fixed for REAPER 5.21:
   + Accessibility: fix alt-key accessing main menu on Windows when 
arrange is in focus but mouse is elsewhere
   + Accessibility: fix generic slider keyboard support when slider 
mousewheels disabled
