[Rwp] Metronome volumes and pattern

Wow! It now works. Although Jaws doesn't immediately report the changed 
value, tabbing in and out of the slider does the trick. Works for me.

Thanks to those who sent me ini files. I believe I've tracked down the
issue.

Could all who are experiencing problems moving sliders with the keyboard
please do the following:
1. Open REAPER.
2. Press control+p for Preferences.
3. In the tree view, select Editing Behavior -> Mouse.
4. Tab to the "Ignore mousewheel on all faders" check box.
5. Make sure it's *not* checked.
6. Press the OK button.
7. Try to move sliders with the keyboard.
