[Rwp] Metronome volumes and pattern

Thanks to those who sent me ini files. I believe I've tracked down the 
issue.

Could all who are experiencing problems moving sliders with the keyboard 
please do the following:
1. Open REAPER.
2. Press control+p for Preferences.
3. In the tree view, select Editing Behavior -> Mouse.
4. Tab to the "Ignore mousewheel on all faders" check box.
5. Make sure it's *not* checked.
6. Press the OK button.
7. Try to move sliders with the keyboard.
