[Rwp] Metronome volumes and pattern

For those that are having problems with these sliders, please first 
ensure you're running REAPER 5.20. Then, please answer the following 
questions:
1. What screen reader are you using?
2. What does your screen reader say when you tab to the control? Does it 
say something like "Metronome Primary Beat Volume Fader slider -12.0dB"?
3. Press down arrow. What does the screen reader say?
4. Use your screen reader's command to report focus (NVDA: NVDA+tab). 
What does it say? Is it the same as question 2?
5. Do you have any screen reader add-ons, AutoHotkey scripts, etc. 
running that might interfere? If so, please try with them disabled.
