[Rwp] Envelopes does't affect midi.

Actually, that's not totally true.

While midi isn't affected by track volume, if you split it up in to 
items, then it will work.
As a matter of fact, and I haven't tried this with hardware midi yet 
only soft synths, it seems to make a virtual mix so you can change 
different parts you make, even if it's the same midi channel.
It seems to really change the volume, not just the velocity scaling.
I'm going to have to mess with this some more, but I discovered this 
while blunkdering around in the midi reaper world, trying to figure 
stuff out, and I thought that was very cool.
