[Rwp] Record midi not in real time, but event by event.

Thought I got it to move to the next bar some how, maybe I made another 
item out of it, but I can't remember what I did.
I am getting better with it, but midi editing in reaper, much as it's 
improved is
still a bit of a torture chamber for me, I'm so spoiled by sonar.
but we're getting there.
