[Rwp] problems with reaper peak watcher, or my soundcard?

Also if you don't set something for how long the peaks are held, they 
wil ldrop down quickly
and you might think you are getting no levels when you actually are.
I like to set about 2 seconds, enough for changes but enough for me to 
check and see where I was.
It's a moving target.
