[Rwp] Reaper, or osara request?

The problem is that I don't know that I can reliably detect this. I can probably handle it for ctrl+tab, but that doesn't cover other ways of switching tabs (e.g. the mouse), which kinda sucks. Might look into this and possibly see if I can get Cockos to fix on their side. Anyway, please file in GitHub.
