Hi all,
Yesterday I decided to experiment with some electronic soundscapes,
and googled for a vst midi arpeggiator. The first option I tried never
worked; however, the second one is easy to use, accessible out of the
box in reaper, and enought for my experimentation.
It's called Blue arpeggiator, and in case you haven't tried yet, get it from:
http://graywolf2004.net/wp/

It's a standard vst (windows and mac), so just download it, copy the
files to your vst location, load the effect into a track and take a
look at its interesting features.
It includes more than 60 preset programs, and hopefully you could
create your own (though I haven't tried to do it yet, no idea about
the accessibility of this feature).

Remember adding a vst instrument after Blue arp, otherwise you will
not ear any output.
Oh, and it's free.

Greetings,

Alan
