[Rwp] A strange behavior in reaper with bars and measures

make sure you are on the first beat at 0% by using the left and right
arrows, this is why its useful to enable osara to sspeak position as
you scrub. you might be at the bar you are pasting the midi at, but it
may not be accurate because you are perhaps on th e80% of the first
beat or something.
