Actually, I'd stick to the proven way of doing things for now, as what 
I'm saying depends on you being able to find the right window, etc. I'm 
proposing suggestions that might require changes to hot spot tools or 
documentation to be developed as to how to make this work for those who 
aren't more familiar with Win32 than they really want to be.

When you hit f, you're in the FX Chain dialog, which includes REAPER's 
preset control, add and remove buttons, FX menu bar, etc. That's your 
top level window. Somewhere beneath that is a window which contains just 
the plug-in itself. It's this window that gets focus when you press f6. 
Scott wanted this for those few plug-ins which actually do provide some 
form of accessibility but which you can't get to with the tab key.
