[Rwp] I fixed my midi problem.

I figured I'd let people know in case this could apply to any other midi 
drivers, not likely but just in case.

Apparently the driver can allow either 32 or 64-bit input, or both, and 
mine was set to only allow 32-bit input. Setting it to "both" and then 
enabling it in Reaper worked, though I had to do it twice for it to 
stick on reopening Reaper for some reason. The ctrl-enter shortcut 
worked just fine once the device showed up in the input list, though 
NVDA-numpad slash and numpad star also worked to bring up the context 
menu to enable it.

I don't know if other USB midi devices have a setting like that, but 
just in case, there's something else to check if you're having an issue.
