[Rwp] a thought for the permanent key map

Ok, here is something ery interesting.
I have been happily making custom actions but I just tried to edit one,
take out 10 repeats of the 5 percent
volume nudges to get that half db.
Well, After selecting the actions in that second list, and then hitting
the remove button,
it's like reaper hangs, I can see the window is there, but I can't focus
anything and if I alt tab away from that actions window it's gone, I
can't find it again.
I could always delete these and make them again, but it'd be good if we
could edit them properly.
If I need to I'll file on git hub.
