[Rwp] a thought for the permanent key map

Hey we have a nudge track up and down 1 db with control shift and up and 
down arrows.
currently in the keymap,

But they don't work with automation.
So, why not adopt a consolidated custom action with 20 presses of the 
alt up and down arrows as a replacement for the control shift combinations.
they'll do the same thing, but will work in the automation modes.
I currently have both in place still and using alt page up and down as 
my 1 db nudges which work for track automation but I think I might get 
rid of the control shift versions and replace them with the said 
automation versions.
I currently have mapped to the alt page up and down.
