[Rwp] OSARA now depends on REAPER 5.16

James, you're a bloody genius. I have yet to play in detail with the
new reaper and OSARA since I just got this computer back up and
running, but it sounds amazing. So much in such little time.
Shoutout to Justin at Cockos as well. Glad he's being so open and
responsive about addressing access issues. Makes me have some hope in
general developers caring again. :)
I admit I'm not too familiar with manipulating envelopes yet. That's
something I will be working on very soon. It'll probably make
automation and a whole host of other things a bit nicer to work with.
