[Rwp] OSARA now depends on REAPER 5.16

No, I mean the code for Track: Select next/previous envelope was ugly,
so I dropped support for those actions altogether. They moved through
all envelopes on all tracks anyway, which IMO wasn't ideal. This also
meant the code had to search every track for the envelope.
The code for these new actions is fairly clean.
