[Rwp] OSARA now depends on REAPER 5.16

Kick ass, even the bypass shows up in the envelopes.
So for those who haven't figured it out yet, 1.0 is bypassed, and 0.0 is
normal.
It says bypass or normal when you read the value when you move to it,
but when you try and edit it you get a numerical value.
Easy enough.
Boy howdy, this is gonna make automation so sweet.
Just put an eq appropriate for each thing you might want to fix up,
and you know how it's so much easier sometimes to just use a different
eq rather than to automate just one,
or return a bunch of sliders to 0,
now with the ability to by-pass because that's built in to reaper,
spoken word audio where each take was done with the person drifting on
the mic is gonna be nice to deal with.
We never had by-pass automation in sonar as such, very nice.
