He means shortcut keys assigned to Desktop shortcuts. NVDA is a good
example; it uses control+alt+n. The problem is that Windows enforces the
requirement that these must contain control+alt, so if people want to
use these, you're likely to run into conflicts easily. As for them
taking precedence, I don't believe there's a way to override this
unfortunately.
