[Rwp] OSARA now depends on REAPER 5.16

I think part of the problem is that I've done a lot more than we 
originally projected. There are a lot of things that we've since thought 
of, people have requested or have now become possible that certainly 
make for a better/more complete experience; e.g. take FX, envelope 
points, tempo markers, MIDI editing, etc. I'd rather have a polished 
first release than work strictly to budget.

That said, I hope the community will pitch in into the future to keep 
this alive. A few of you have donated very generously and we're very 
grateful for that. But for those that can't do that, remember, even a 
few dollars from time to time helps. It might seem like nothing, but it 
multiplies out.

Regarding targeting donations towards OSARA specifically, the nature of 
donations (and our status as a charity) means donations can't guarantee 
any particular services rendered. Donations just support the mission of 
the organisation in a broad sense. That said, it is obviously helpful 
for budgeting for us to know what people care about most when they're 
donating. We actually already have an open issue to provide a donation 
link specific to OSARA, but I'll see about prioritising that.
