[Rwp] OSARA now depends on REAPER 5.16

I managed to do it but had a hell of a time making my donation.
I've always donated directly to Jamie before on his various projects, 
but this time decided to try the donate button in NVDA.
For some reason, after going through the form I couldn't log in to paypal.
I thought, oh crap something's messed up on paypal's end, but when I 
logged in the normal way, it went fine.
I tried again, and this tine I got in, but not before having to log in 
again at the bottom of the form, something about the form is interfering 
with the pp log-in but I managed to do it.
I fear though this might frustrate less stubborn people than me 'grin'.
Perhaps there needs to be a way to by-pass the form and just give us the 
email to send paypal to.
