[Rwp] OSARA now depends on REAPER 5.16

the only thing I can think that it would be essential for, if it works 
the way I think it does, is to automate an item's rate. Currently, 
unless I'm much mistook, you can only do that with your entire project 
via the tempo envelope.

Automating take pan and so on would be nice to have, but not essential,
