[Rwp] OSARA now depends on REAPER 5.16

Hi Jim and all,

I'm not Jamie, but can answer this one. It's both. I secured funds for
Jamie to develop at a fair hourly rate considering his skills, with a
forecast laid out of how many hours each area of OSARA development
would take (projected after consultation with Jamie himself). We're
way over budget at this point, like 40 hours over budget, with a Mac
port still to be completed. I've had Jamie's assurance that he believe
OSARA to be an important aspect of his work, and am hopeful that he'll
achieve everything we laid out to our backers. That said, any and all
donations to NVAccess with OSARA in mind would definitely be most
appreciated. I'm not part of or representing NVAccess in any way, just
vouching for a chap who's thrown himself into a project and followed
through despite the projections being off because it's something he
believes in.
