[Rwp] OSARA now depends on REAPER 5.16

In theory, yes. The problem is that right now, there's no action to select take envelopes, but I should be able to invent one. That was actually already possible before 5.16, but far less useful. The question is whether this is nice to have or a killer feature. I've already worked many hours over budget on this project, so I'm starting to get choosy about what I put time into.
