I decided to try the direct approach and emailed Cockos directly late last 
week. Since then, Justin from Cockos and I have been going back and forth 
with deep technical discussion via email. That has resulted in several 
enhancements to the API, including what I needed for take FX. In addition, 
there are also significant enhancements to the accessibility implementation 
within REAPER itself; e.g. the faders in the I/O dialog and the Rea plugins 
are now all accessible. You won't see those latter changes until REAPER 
5.20, though. I've been amazed to see what they've been willing to implement 
in just one week.
