[Rwp] OSARA now depends on REAPER 5.16

Jamie, you are big. way big for trying the direct approach. And so too
is Justin from Cockos . I will keep on supporting the two projects
indifenitely, because no price will ever be too big to compensate for
a fraction of what you have done.
