[Rwp] OSARA now depends on REAPER 5.16

Hi all,

This is documented in the commit log, but I suspect many don't bother to 
read it. :) You should be aware that OSARA now depends on REAPER 5.16, 
which was just released. It will simply fail to work on any earlier 
version. On the flip side, we now have support for adjusting item/take 
FX parameters and reporting friendly envelope values for FX which 
support this, etc.
