[Rwp] Speak toggle master mono, and ReaEq tabs a11y

Perhaps a speak or no speak configuration option?
It's not a mission critical thing for me, but it would be good to know
for sure especially when you are say recording in mono or there isn't a
lot of difference in your left and right side and you want to know
exactly what mode you are in.
when you aren't centered right in front of your speakers.
Even a way to query the state would be nice.
