[Rwp] setting fx parameters for an fx in a split item.

Yeah, it is annoying, especially now that Reaper offers the ability to
natively automate item fx parameters in version 5.x, but I guess that
part hasn't been exposed to the API.
My solution for this is usually to create a dummy track, configure an
effect chain using live input or a temporary item, then apply the chain
to the item after it has been set up the way I like it so as to avoid
using another track.
Sometimes, though, depending on the effect used, it's just easier to use
another track, with or without effect automation, depending on needs at
the time.
You can, of course, use the native plugin UI in a track or item just the
same, but it's often much faster to use exposed automated parameters on
a track through OSARA. Plus, some plugins do weird things if you use the
generic UI, so I generally tend to keep that turned off. I'm thinking
specifically of the Plogue stuff, I.E. Chipspeech and Sforzando. I
assume Chipsound would do the same, but I don't have it.
